Safety and comfort on board are the two main priorities in air travel. That's why rules concerning hand baggage are very clear: you should only carry essential items -personal effects, laptop or table, camera or other electronic devices and valuable items. Everything else must be placed in the hold.
As a general rule, any passenger - except children under 2 years of age - may carry one piece of luggage in the cabin (called hand luggage). Its size varies by company. For babies (under 2 years), a baggage allowance can be granted by the company to carry changing bags, booster seats, cane strollers etc.
Note, the handbag is considered by some companies as a full cabin luggage. Some allow you to carry an accessory in addition to your carry-on bag: small handbag, laptop, camera or camera. Clothes covers are generally considered as a cabin baggage, sometimes limited in size: consult your airline.
